Senate Republicans Go Home After Ignoring Responsibility to Stand Up for Health Care

GOP Senators Will Face Constituents Fired Up about Health Care Protections and Kavanaugh When They Head Home

Washington, D.C. – Following Senate Republicans’ decision to head home for August recess after refusing to examine Supreme Court nominee Brett Kavanaugh’s records and refusing to sign onto a resolution introduced by the Democratic Senators to protect health care for Americans with pre-existing conditions, Brad Woodhouse, executive director of Protect Our Care, released the following statement:

“Shame on Senate Majority Leader Mitch McConnell and each and every Republican Senator for doing nothing to join their Democratic colleagues in standing up for the 130 million Americans with pre-existing conditions from the Trump-GOP lawsuit working its way through the courts right now that could end protections they rely on and all of the other consumer protections in the Affordable Care Act.

“What’s more, Republican Senators — including Susan Collins and Lisa Murkowski — are trying to hide critical information about Brett Kavanaugh’s views on health care from the American people. Like President Trump, former President George W. Bush proposed radically reshaping Medicaid by turning it into a block grant program, putting the coverage that millions of Americans rely on in jeopardy. We already know Judge Kavanaugh has criticized previous Supreme Court decisions to protect the Affordable Care Act, but we also deserve to know whether he supported President Bush’s plan to go after Medicaid.

“Senate Republicans may try to sweep their repeal-and-sabotage record under the rug when they go home, but Americans see the giant bullseye the Senate GOP has placed on our health care, and we will be raising our concerns at home.”

On the one-year anniversary of bipartisan Senate defeat of Trump’s health care repeal, a new Public Policy Polling survey finds that a majority of voters want to support candidates for Congress who oppose repealing the Affordable Care Act.

A majority of voters (56/40) support a generic Democrat for Congress who supports the ACA and wants to improve it, over a generic Republican candidate for Congress who wants to repeal it. This lead expands to 19 points (56/37) with voters over the age of 65.

  • Voters trust Democrats over Republicans and President Trump on health care by 13 points (55/42). This lead grows to 26 points (60/34) with women and 22 points (57/35) with independents.

By an overwhelming 25 points (59/34), people want Congress to “keep what works and fix what doesn’t” in the ACA, not repeal it. That margin grows to 32 points (62/30) with independents.

64% of voters oppose the Trump administration joining the lawsuit (Texas V. U.S.) which would strike down ACA’s protections of health care for people with pre-existing conditions. Only 19% of voters support joining the lawsuit.

  • When voters learn that Supreme Court nominee Brett Kavanaugh would likely support that Trump administration lawsuit, 56% are less likely to support his confirmation.

PPP surveyed 514 registered voters from July 18-19, 2018.  The margin of error is +/- 4.3%. This poll was conducted by automated telephone interviews.

Republicans in Indiana, Ohio & West Virginia Nominate Three Enemies of Health Care

Washington, D.C. – After candidates who have pledged to continue Republicans’ destructive repeal-and-sabotage agenda won Senate primaries in Indiana, Ohio, and West Virginia, Protect Our Care Campaign Director Brad Woodhouse released the following statement:

“Ohio Republican Senate nominee Jim Renacci has voted to repeal or tear apart the Affordable Care Act 58 times, including last year’s House repeal bill that would have kicked 23 million Americans off of their health care, spiked premiums, undermined health care and reproductive rights for women, and imposed an age tax on older Americans; Indiana Republican Senate nominee Mike Braun has called for a full repeal of the Affordable Care Act, with no plan to replace it; and West Virginia Republican Senate nominee Patrick Morrisey has twice sued the federal government to overturn the Affordable Care Act, most recently joining a February suit to invalidate the law. Support for “Skinny Repeal” Is Looking Thinner and Thinner

Once more the people who know health care the best think the latest Republican plan to repeal and delay is the worst

From the left to the right, from the expert to the voter, more and more people are coming out against the Senate Republicans’ latest health care repeal scheme — known as “Skinny Repeal” — which is just another name for repeal and delay. The nonpartisan Congressional Budget Office found that the plan would cut coverage for 16 million Americans next year and raise premiums by 20%.

Sure enough, last night, a bipartisan group of governors, including Nevada Governor Brian Sandoval, came out against the scheme — saying it would destabilize the markets, raise premiums and leave more people without insurance. They are not alone. More and more stakeholders — from the American Medical Association to the Blue Cross Blue Shield Association to AARP- and health experts agree that the skinny plan would be a disaster.

Los Angeles Times: When Washington State Repealed The Individual Mandate, Double-Digit Rate Increases Followed Before Insurers Pulled Out Of The Market. “When the new Legislature convened in 1995, GOP lawmakers set about pulling apart the law, bringing along Democrats who feared Republicans would repeal it through a ballot measure if they didn’t cooperate. The hastily crafted repeal — which the Legislature sent to the governor in three months — kept some popular parts of the law such as the guarantee that everyone could get coverage, even if they were sick. Cornyn says the House Bill Would Be A “Template”

The latest Republican repeal scheme — the so-called skinny repeal plan — is nothing more than a bait and switch. It goes like this: pass a bill that can get 50 votes in the Senate, or the “lowest common denominator” as HHS Secretary Tom Price admitted this morning. Then, use that bill to hold more partisan secret backroom deals with the House, using the House repeal bill — which only one in five Americans supported, took coverage away from 23 million people, raised premiums by double digits, ended Medicaid as we know it and allowed insurers to charge more for people with pre-existing conditions — as a “template.”

A vote to pass the Senate’s “skinny” plan is in effect voting for the House repeal bill, a proposal that many senators said they opposed. In other words, a vote for the “skinny” plan will break their promises to oppose the House repeal bill.

Senate Republican Repeal Bill That Guts Protections for Pre-Existing Conditions Now Worse

The current Senate Republican health care repeal bill already puts health insurance at risk for those with pre-existing conditions.

Now, to appease the far right wing in the Senate, Republican leaders are considering making it even worse.

In the House of Representatives, Republicans gutted protections for people with pre-existing conditions by allowing states to opt out of them. The Senate Republicans promised they wouldn’t do that but they are now pushing Ted Cruz’s plan that allows the insurance companies to opt out instead. Either way, the result is the same: people with pre-existing conditions who depend on their health care will lose these protections and pay more for worse coverage.

Here’s what the proposal would really mean:

THE CRUZ PROPOSAL WOULD GUT CONSUMER PROTECTIONS LIKE GETTING RID OF ANNUAL AND LIFETIME LIMITS

McCain Outlining His Objections To The Senate Bill. “Ducey, meanwhile, wrote a letter to McCain obtained by POLITICO expressing support for repealing Obamacare, which he called “a policy disaster,” but outlining his objections to the Senate draft: He complained about a three-year phase-out of Medicaid expansion funding, saying he would not have enough time to plug holes in the state’s budget. He asked for more explicit Medicaid flexibility — and he said that federal funding for the program needs to grow at a rate exceeding that of medical inflation.

‘Medicaid must be able to pay for the real-world costs of providing care,’ Ducey wrote. Arizona’s Medicaid agency on Friday released an analysis that the draft Senate bill could cost the state roughly $7 billion through 2026.” [Politico, 6/24/17]

The Republican governor said shrunken Medicaid funding laid out in the Better Care Reconciliation Act, shared Thursday by a group of Senate Republicans, could create needed savings for the federal government. ‘That might be the only way that we will ever get control of spending,’ Daugaard said… Daugaard said the Senate bill’s provision striking some of the funding for Medicaid likely wouldn’t affect the “most frail populations” currently receiving coverage. Bill Haslam is not only concerned about the current version of the bill in front of the U.S. Senate to repeal and replace the Affordable Care Act, he’s also skeptical about its chance of passage. “‘Our concerns continue to be around (that) it looks like they’re going to pass a lot more of the responsibility to the states,’ Haslam said Thursday at an event in Mt. Juliet. One concern is about how the Senate’s Better Care Reconciliation Act would tie Medicaid funding to consumer inflation rather than medical inflation, which grows at a higher rate. The Senate version of the bill would tie federal funding for Medicaid starting in 2025 to the consumer price index — the growth rate of all consumer goods — for all urban consumers. The House version ties federal funding for Medicaid to medical inflation. Experts have said the Senate’s approach would result in steeper cuts to funding over time than the House version.

Texas
