California is the Latest State to Fight Trump’s Expansion of Junk Plans

While The Trump Administration and Republicans in Congress Push Junk Plans, States Join Health Care Advocates and Congressional Democrats in Fighting Back

 

Washington, D.C. –  While the Trump Administration continues its efforts to attack people with pre-existing conditions and sabotage health care through the expansion of junk insurance plans  — and Republicans in Congress refuse to join their Democratic colleagues in the Senate and House in stopping them — the state of California joins other states in protecting its residents from dangerous ‘junk’ plans through new legislation signed into law Saturday.

Going one step further in its rebuke of the Trump Administration’s disastrous health care policies, California also enacted new legislation protecting Californians against the Trump Administration’s scheme to reduce Medicaid coverage by imposing rigid work requirements. This is a win for health care, as these work requirements have proven to be impossible for many of those most in need of health care coverage to meet.

Brad Woodhouse, executive director of Protect Our Care issued the following statement in response to the growing fight against junk plans:

“While Trump and his Republican allies take a sledgehammer to health care, it becomes even more important that states like California and others step up and protect our care, which is exactly what the American people want our leaders to do. The reasons that officials are fighting Trump’s junk plans in the states, that health care advocates are fighting them in court, that Democratic health care champions in Congress are fighting them on the Hill are simple: these junk plans are allowed to deny coverage to people with pre-existing conditions, they are not required to cover key benefits, such as cancer treatments and prescription drug coverage, and they deceive consumers by refusing to pay for costs after a person gets sick. Since these insurance plans truly are ‘junk’ and have a long history of scamming people who need health care coverage the most the real question is why Donald Trump thinks he can call himself a protector of people with pre-existing conditions at the same time that he and his allies in Washington are pushing junk plans onto the American people?”

Jessica Altman, PA Insurance Commissioner: The Administration Isn’t Talking About How Limited These Plans Are. “I’m frustrated with how [administration officials] are presenting this…They’re saying, ‘Here’s this option that’s affordable and wonderful,’ and not talking about how limited the plans are…You can look at one of these plans and you’ll see it covers doctors, hospitals, maybe even drugs, and so you think it will have everything I need…You won’t realize that the amounts are caps, or have exclusions ― it’s really difficult to expect that consumers will be able to figure out what all of this means, and really know what they are getting.” [HuffPost, 8/5/18]

TN Insurance Commissioner, Julie Mix McPeak Is Concerned About Whether Consumers Fully Understand The Plans They Buy. “‘We have to really make sure consumers know what they’re purchasing, and they’re aware of what’s covered and what’s not covered,’ Mix McPeak said. ‘The last thing we need is for consumers to have surprise bills.'” [The Hill, 8/12/18]

New Census Report: Trump-GOP Halts Progress of Improved Health Coverage

Things Will Go From Bad to Worse as Trump-GOP Doubles Down on Its Repeal-and-Sabotage Agenda

Washington, D.C. – The Trump Administration and Congressional Republicans have remained consistent in their crusade against access to affordable health care, and the latest Census data confirms that after annual declines between 2013 and 2016, it has stopped hard-won progress in reducing the number of uninsured Americans in its tracks. And with GOP House Whip Steve Scalise today joining Vice President Mike Pence and Congressional Republicans in pledging to bring health care repeal back for a vote the minute they get a chance, it’s clear that Trump-GOP sabotage will only continue to wreak havoc on seniors, children, people with disabilities, women and working families across America.

House GOP Budget Proposal Latest Attack on Americans’ Care

“Once again, Congressional Republicans are drafting partisan health care bills in secret behind closed doors. New reports indicate that Republicans are now writing a back-room Affordable Care Act ‘stabilization bill’ instead of working with Democrats like they promised. After a year of relentless Republican attacks on our care, Americans have no reason to trust another partisan, Republican-only, secret deal. Both parties must be at the table on stabilization discussions in order to protect Americans from skyrocketing premiums caused by Republican sabotage.

Regarding this afternoon’s reports that Congressional Republicans will seek to repeal yet another component of the Affordable Care Act, its requirement that employers with over 50 workers offer health insurance, Protect Our Care Campaign Director Brad Woodhouse released the following statement:

“Just last week, the Trump Administration was encouraging states to cut working-age people off Medicaid, saying they should find a job if they want coverage. Now, Congressional Republicans think employers shouldn’t have to offer health coverage to their workers. The hypocrisy is breathtaking. There’s no two ways about it: Republicans want to take coverage away from millions of Americans, and as Paul Ryan admitted this morning, they’ll stop at nothing in their relentless war on our care. On behalf of the 151 million Americans who are covered through employer-sponsored insurance: enough is enough. It’s time to end the Republican war on health care.”

House GOP discussing repeal of ObamaCare employer mandate

House Republicans are in discussions about repealing or delaying ObamaCare’s employer mandate to offer health insurance, House Ways and Means Chairman Kevin Brady (R-Texas) said Tuesday.

Brady told reporters that he has discussed the idea with Secretary of Health and Human Services Alex Azar, as well as other members of Ways and Means.

“We’ve discussed that with him as well as committee members, so yeah, there is that discussion, and I’d like to see us make progress there,” Brady said.

He said he hopes relief from the mandate, which imposes a financial penalty on businesses with 50 or more employees that do not offer health coverage for their workers, would be retroactive to prevent employers for being penalized for not offering coverage back to 2015, when the mandate took effect.

“We want to make sure our businesses aren’t caught up in some sort of fines or punitive measures for the past three years as well …,” Brady said. “I think the goal would be to delay or repeal it in total but retroactive as well.”

The employer mandate is generally not seen as a core part of ObamaCare. It has drawn opposition from business groups who say it is a burden.

With more sweeping ObamaCare repeal efforts appearing unrealistic at the moment, Republicans are shifting to chipping away at certain parts of the law. Speaker Paul Ryan (R-Wis.) earlier Tuesday called for an “incremental” approach to health-care reform.

The individual mandate requiring consumers have health-care coverage or pay a penalty, which is seen as a more central part of the law, was already repealed in the GOP tax-reform bill in December.
